Since May 3, 2021, holders of a motor vehicle driver’s license wanting to apply for a motorcycle driver’s license must take a written test.

The Directorate General of Highways (DGH) has expanded the question bank of the motorcycle driver’s license written test in recent years to improve good driving behavior and lower the accident rate to ensure the traffic safety. The DGH decided that from May 3, 2021, holders of a motor vehicle driver’s license should still take a written test if applying for a motorcycle driver’s license in order to maintain road safety. One reason is that there are differences between the item banks of the motor vehicle driver’s license and the motorcycle driver’s license written examinations. Another reason is that there is consensus for cancelling the written examination exemption for holders of a motor vehicle driver’s license who apply for the motorcycle driver’s license.

The DGH said that because the written examinations for the motor vehicle driver’s license and the motorcycle driver’s license were the same, drivers with the motor vehicle license who applied for the motorcycle driver’s license could be exempted from taking the same examination. However, the DGH expanded the question bank for the motorcycle category from approximately 600 question to 1,600, and the examination questions from 40 to 50 to decrease the casualty of A1 and A2 motorcycle accidents. Moreover, the DGH added 120 motorcycle situational questions to simulate dangerous circumstances that motorcycle riders confront frequently so as to lower the accident rate. As a result, the question banks for the written examinations for motor vehicles and motorcycles are significantly different. Therefore, the DGH decided that holders of a motor vehicle driver’s license who apply for the motorcycle driver’s license shall still pass the written examination and road test before issuing the license.

The director of the Taipei City Motor Vehicles Office (MVO), Jiang Shu Ren, said that the average number of people with drivers’ licenses (motor vehicles) applying for the motorcycle driver’s license is around 7,700 people per year according to the statistics of the supervisory offices within the recent three years. The number of written examination takers increased after the new regulation was announced. In order to help people become familiar with the regulations, signals and markings, and situational examination questions for exam takers, the DGH released sample questions for the written examination on the website for download. Meanwhile, the Motor Vehicle Driver Information Service (MVDIS) website provides an online practice theory examination system for people to practice in advance.

In recent years, the DGH has actively promoted the motorcycle driver training system in line with the policies of the Ministry of Transportation and Communication and the DGH. According to DGH statistics, those who participated in the motorcycle driving training test and obtained a driver's license reduced the risk of violation by 32% and the risk of accident by 20% compared with those who did not participate in the driving test and did not obtain the driver's license. People enrolling in the heavy duty motorcycle driving lessons in legitimate driving schools, complete 6 hours of learning, 10 hours of skill training and road test training, and receive the heavy duty motorcycle driver’s license before December 30, 2021 can obtain a NT$1,300 subsidy. The quota is limited to 10,000 applicants. The general public is welcome to apply for it.
