Required documents
Two copies of the vehicle (motorcycle) transfer registration application.
Original of the New License Plate Registration Form (vehicle only).
Original of the vehicle license.
New owner’s and old owner’s identification documents:
Original ID card, military ID card, or alien residence certificate of both the new and old owner.
Official document for approval of company registration (including company registration form) issued by a competent authority or a certificate of company registration issued by a competent authority and unified business number issued by the taxation authority. In case of copied proof documents, a copy of the latest receipt of business tax payment shall be submitted as well.
If the applicant is not the owner of the vehicle, said applicant shall submit the new owner’s and old owner’s driver’s license, health insurance IC card, or passport in addition to the proof documents mentioned in Paragraph 1, as well as the applicant’s ID card. The owner’s valid driver’s license, health insurance IC card, or passport may be replaced by a proof document notarized by a court or private notary.

If the new owner is insured, the applicant shall submit the insurance policy for compulsory automobile liability insurance with an expiration date that is at least 30 days.
Outstanding vehicle license tax, fuel tax, and fines should be paid first.

Notices
Temporary inspections shall be carried out for vehicles that were manufactured 10 or more years ago and motorcycles that were manufactured 5 or more years ago; periodic inspections shall be processed for vehicles that have not been inspected by the designated inspection date stipulated on the vehicle license; trucks and large passenger vehicles shall be inspected at Shilin Station.
In case of movable property as a guarantee, the applicant shall first apply to cancel registration.
A company applying for a vehicle plate of a small private truck may submit the application across districts.
For private trucks and large passenger vehicles, the application shall be processed according to the regulation of the large vehicle plate.
For commercial vehicles, the application shall be processed according to the regulations of the transportation industry.
If the New License Plate Registration Form or the vehicle license is lost, the reissuance may be processed at the same time.
Transfer registration shall not be processed within three days upon the issuance of a new vehicle license plate.
For owners younger than 18 years old, please bring a legal guardian’s original ID card (parents’ ID cards) and a letter of consent signed by the legal guardian.
For individuals applying for a license plate of for a small private truck:
The applicant shall submit a valid small vehicle or above and have an occupation related to agriculture, fisheries, animal husbandry, farming, handicraft, carpentry, masonry, painting, ironwork, cleaning, plumbing, fixed vending, environmental protection, bulldozing, and excavation. One applicant shall apply for one vehicle license only.
The applicant shall submit a proof document issued by the trade union, a land ownership certificate of agriculture, fisheries, animal husbandry, farming, or planting flowers, a registration certificate of a ship, pasture, horticultural, or forestry, or a vendor certificate issued by market authorities.
Migrant workers that cannot provide a proof document issued by a trade union may submit an affidavit, and one small private truck occupation guarantee signed by two guarantors, as well as the original ID cards of all the related parties (the guarantor shall be at least 20 years old and a national of the R.O.C. who can fully bear legal responsibilities). The guarantor shall live in the same village as the applicant, unless the guarantor is second-degree relative or closer. A copy of the guarantor’s ID card is acceptable only if the sentence “This copy is identical to the original; in case of falseness, I shall bear all legal responsibilities” is noted on the copy.
If applicants working on a farm or assisting in farming cannot submit a land ownership certificate, the applicant may provide a copy of a lineal family member or spouse’s land ownership certificate, household registration transcript, or ID card, and the household certificate.
Regarding companies applying for a license plate for a small private truck, such companies shall be subject to turnovers in the two most recent months.
