The Motor Vehicles Office was originally governed by the Highway Bureau, and subordinated to Taipei City Government after the City became a municipality directly under the central government on July 1st, 1967. To reflect this change, the Office was renamed the “Motor Vehicle Office, Taipei City Government” in 1974. In 1983, the Motor Vehicle Office (MVO) North Branch in Shilin District was established in order to share the heavy workload of the main office and improve traffic congestion around Bade Road and Guangfu N. Road intersection.

Taipei City Government went through a governmental reorganization on March 1st, 1988, and established the Taipei City Department of Transportation to oversee, supervise and manage all traffic-related affairs under Taipei City jurisdiction. At the same time, the Office began to be administered by Taipei City Department of Transportation. On July 1st, 2008, because of the reorganization of the Department of Transportation, Taipei City Government, the duty of the Section IV of the Taipei City Motor Vehicle Office, the automobile transportation supervision and management, was transferred to the Public Transportation Office.

Due to the consistence of service quality and law enforcement, difficulty in splitting computer operation across counties and cities, foreign examples and experience which were mostly coordinated and processed by the central government, and the coordination of administrative resources of the highways supervision, the Directorate General of Highways, MOTC proposed the administration memorandum that the central government should be responsible for coordinating the jurisdiction of the highways supervision duties on August 31st, 2009. The Research, Development, and Evaluation Commission, Executive Yuan held the 2nd Meeting of Business Adjustment in Central Coordination and Planning Team of Counties Reforming into Municipalities Directly Under the Central Government on October 29th, 2009, and decided to communicate and coordinate the duties of traffic supervision and regulations with the government reforming into a municipality directly under the central government. Then on March 19th, 2010, Minister Chiang of the Ministry of the Interior held the 4th Meeting of Central Coordination and Planning Team of Counties Reforming into Municipalities Directly Under the Central Government and decided that the duties of traffic supervision were coordinated by the central government and planned to countermand the business of highways supervision with which Taipei City and Kaohsiung City were originally authorized. 

The Executive Yuan approved the “Organization Regulation for Taipei City Motor Vehicles Office, Directorate General of Highways, MOTC” on October 21st, 2011, and its duties details and the organization chart were implemented on January 1st, 2012. Therefore, the Office was renamed as the Taipei City Motor Vehicles Office, Directorate General of Highways, MOTC and subordinated to the Directorate General of Highways, MOTC, and had the jurisdiction of Shihlin, Kinmen and Lienchiang Supervision Station.

July 5, 2013, in conjunction with the Highway Law amendments, the 7 major transportation industries, including the Highway Bus, which are originally under the jurisdiction of the Taipei City Public Transportation Office, has been transferred to our office for processing.

Due to the change in the personnel system of the Directorate General of Highways from “Rank and Position System for Employees of Transportation and Communications Enterprises” to “Parallel Rank to Position System,” the “Organization Rules of Each Motor Vehicles Office of Directorate General of Highways, MOTC” and the operational regulations and staffing table are issued by Executive Yuan on January 26, 2018, and were implemented on January 15, 2018. Keelung Station has been affiliated with our office.
