Highway Bureau, MOTC
The Highway Bureau is committed to provincial highway engineering, highway transportation management and highway supervision, simplifying administration and facilitating the people. The business scope is divided into three categories: road engineering, road transportation and road supervision, providing convenient and safe services for the public.
Services Items

Required Documents

  1. A Temporary Vehicle License Plate Registration Form.
  2. New vehicle: Manufacturer and commodity tax payment certificate, manufacturer’s certificate, and unified invoice.
  3. Old vehicle: Revocation (Suspension or Cancellation) or Termination of Use Registration Form (for sale or transfer, please also submit the unified invoice or transfer statement), and the original New License Plate Registration Form.
  4. One of the following proof documents:
    1. Individual: Original ID card (or military ID card or alien residence certificate).
    2. Company: Official document for approval of company registration (including company registration form) issued by a competent authority or certificate of company registration issued by a competent authority and unified business number issued by a taxation authority. In case of copied proof documents, a copy of the latest receipt of business tax payment shall be submitted as well.
  5. Owner’s seal (on-site signature is acceptable).
  6. A valid insurance policy for compulsory automobiles liability insurance during the use of the temporary license plate.

  1. Temporary license plate: NT$150
  2. Vehicle license: NT$200 for vehicles and NT$150 for motorcycles, and NT$200 for the trailer certificate.
  3. Vehicle license tax: Applicants shall pay the vehicle license tax based on the number of days and type of vehicle:
    1. Motorcycle: 5
    2. Small passenger vehicle: 41
    3. Large passenger vehicle: 23
    4. Truck: 22
    5. Trailer: 28

Notices

  1. Before the vehicle license plate is obtained, applicants may apply for a temporary license plate for any one of the following conditions:
  2. To drive to customs for clearance and tariff payment.
  3. To drive to the motor vehicles office to carry out vehicle inspection.
  4. To go on a test drive (the term of use mentioned in Paragraphs 2~4 shall not exceed five days. With proper reasons, re-application for a temporary license plate may be made once).
  5. To Drive from Point A to Point B due to sale or import (the term of use is subject to the route and shall not exceed 15 days within the same city/county).
  6. Foreign vehicles with transit approval (a temporary license plate shall be issued by the arrival motor vehicles office with a maximum term of three months and shall be returned upon departure).
  7. A temporary license plate shall not be used upon expiration and must be returned to the motor vehicle office for revocation. A fine in the amount of NT$900 will be imposed on any delays beyond three days.
  8. Vehicles with temporary license plates shall not be used to carry passengers or cargos for any charge.
